  1. France, who had colonists there in the 1800s,  finally gained complete
  2. control of this territory by 1900.  Ethiopia and Somalia have argued over the
  3. territory in the past.  Djibouti became independent in 1977.  Unemployment is
  4. very high and there are few natural resources.  French troops are still there
  5. and the country also depends on France for aid.
